My suggestion
As many Club members, and friends and family, ring Neath Port Talbot's pothole helpline, or highways department, and complain about each and every pothole - You'll have to provide location details, and a photo really helps too.
What this does is put the Council 'On notice' of the defect and ruins any Section 58 defence they may try to rely upon in the event someone damages themselves, their bike or vehicle due to the defect.
Should be sufficient to prompt them into some action
